Oppose AB 3040 7/22/20Read or edit the petition Dear Senator Please vote to oppose AB 3040, a well-meaning attempt to give cities a way to reach the state-mandated growth targets known as the Regional Housing Needs Assessment. Unfortunately, this bill appears to be written from a Bay Area perspective that inadvertently fails to understand what this bill would do in Southern California, the Inland Empire and Central Valley, all of which face challenges dissimilar to those of the high-earning, transit-oriented Bay Area. This bill would urge cities to voluntarily sacrifice stable single-family homes older than 15 years — homes heavily concentrated in South Los Angeles, East Los Angeles, the working-class and racially diverse suburbs throughout Los Angeles County and the Inland Empire, as well as concentrated in the Central Valley and Orange County. By inadvertently targeting many majority-Black or majority brown, or deeply racially diverse cities, which are rare in the Bay Area, this law would disrupt and gentrify working-class and middle-class cities and areas where homeownership is sometimes the sole source of family wealth. While AB 3040 is not a mandate, it asks cities to make a terrible choice in order to avoid the punishing aspects yet another law, SB 35 by Scott Wiener, a divisive law that gives tremendous powers to private developers to build market rate and luxury housing with few restraints and even fewer public hearings, if cities fail to reach their Regional Housing Needs Assessment state-ordered targets in a few years. No city wants to come under SB 35, but they have no funding to help them reach the RHNA growth targets. I urge you to find a way to work with the cities, not rely on top-down rules such as AB 3040 that are artifacts from the pre-pandemic era and merely pile pressure on communities and cities, but solve nothing.
