Hundreds of communities oppose this untested state experiment to place luxury apartments next to homes, reward global capital for buying out and demolishing neighborhoods and displacing thousands of families. Your committee must judge cost. The cost alone of GHG released by demolishing good, solid homes and buildings — the foundation of SB 50 — will be severe. - Investor/builders can erect 4- to 8-story towers with little to no parking, near transit, unleashing the delivery apps, a profound new emissions creator to which SB 50 is deaf. Recently departed Housing and Community Development Director Ben Metcalf is warning legislators to be "careful" on SB 50 because you don't know the impacts of new ADU and housing streamlining bills — and should not add a drastic law to a complex mix. - SB 50 bans single-family zoning but doesn't require affordability. Developers can buy out single-family areas to erect 4-unit market-rate studios for investors and travelers. - The 10-unit exemption from affordability is, on its face, the State rewarding developers to build NO affordable units. UCLA's Michal Storper calls the bill a "gentrification gift". - Letting developers build tall apartments in "jobs-rich/good schools" areas that have no transit will unleash a free-for-all of unaffordable and car-dependent projects. - San Francisco Planning Dept. says SB 50's expansion of Density Bonus allows developers to override up to 6 local rules, not 3, with severe cost outcomes including: Setbacks - Developers can SLASH BREATHING ROOM for people that cities require. Standards - Developers can reject ANY CITY STANDARD (sustainability, earthquake, fire safety, etc) that's not a state law. Family open space - Developers can CUT required courtyards and balconies. Floor area ratio - Developers can OVERRIDE FAR, allowing buildings 297% bigger. Parking - Developers can erect large projects with NO PARKING.
